Balanced conditions set to return to most Canadian housing markets in 2012, while residential values expected to once again set new records, says RE/MAX

Mississauga, ON (December 6, 2011) - Canadian residential real estate defied conventional logic and outperformed expectations in 2011, posting another solid year of housing activity virtually across the board. The trend is expected to carry forward into 2012 as Canadians continue to demonstrate their faith in homeownership, despite concerns over the European debt crisis and its impact on the global economy, according to a report released by RE/MAX.

The RE/MAX Housing Market Outlook 2012 examined trends and developments in 26 major markets across the country. Eighty-eight per cent (23/26) anticipated average price increases by year-end 2011 - with percentage hikes ranging from one to 16 per cent. The forecast for 2012 shows the upward trend moderating, but still ahead of 2011 figures. Overall home sales are expected to remain on par or ahead of last year's levels in 85 per cent (22/26) of markets in 2011 - including Saskatoon with a year-over-year percentage increase of 13 per cent and an eight per cent uptick in Calgary, Winnipeg, Hamilton-Burlington and Sudbury. Almost half of Canadian markets will match the 2011 performance, while the remainder should post increases ranging from one to five per cent next year.

Billions spent in new construction, renovation, and infill over the past decade have contributed to a serious upswing in the calibre of Canada's housing stock, propping up residential average price in the country's major centres, according to a report released today by RE/MAX.

Record investment dollars poured into Canadian housing stock over past decade
Mississauga, ON (November 7, 2011) -- Billions spent in new construction, renovation, and infill over the past decade have contributed to a serious upswing in the calibre of Canada’s housing stock, propping up residential average price in the country’s major centres, according to a report released today by RE/MAX.
Since 2000, the value of a Canadian home has doubled, rising from $163,951 to $339,030 in 2010. Nowhere has the upswing been better captured than in both the value of residential building permits issued nationally between 2000 and 2010—at $340 billion—and the estimated $450 billion spent in renovation. The impact of these two forces alone has fuelled the Canadian residential real estate market – as well as the construction industry—for more than 10 years.
As a result, investment in Canada’s housing stock is at an all-time high in the 16 Canadian residential real estate markets examined in the RE/MAX Housing Evolution Report. Higher quality housing translated into extraordinary price appreciation across the country—with 62 per cent (10 markets) experiencing increases in excess of 100 per cent since 2000.
“While a number of external variables were also behind the exceptional gains, revitalization—amid an aging housing stock—and newer construction are largely underestimated factors supporting Canadian housing values,” says Michael Polzler, Executive Vice President, RE/MAX Ontario-Atlantic Canada. “The trend is expected to continue for years to come as investment in residential real estate through renovation, infill, and redevelopment ramps up across the country. City planners, builders, developers, and homeowners have only just begun.”
The report found that the unprecedented sum funneled into housing has effectively changed the landscape of Canada’s major centres. New home construction has advanced suburban sprawl, giving rise to new sought-after pockets in virtually every centre across the board.
Infill continues to redefine neighbourhoods, particularly in areas where the value of existing structures have not kept pace with escalating land values. The trend was evident in all centres, but had the greatest impact in large metropolitan cities such as Toronto and Vancouver. Bungalows on large lots are prime targets, making way for custom builds that transform working-class subdivisions of yesteryear into up-and-coming upper-end pockets. Infill is also maximizing land potential, often replacing one, two or several tired structures with a block of townhomes or mixed-use residential, even high-rise apartments.
“Renovation has also had a tremendous impact on housing throughout the decade, so much so that it’s emerged as, arguably, Canada’s next national past time,” says Polzler. “Residential renovation spending has been gaining momentum year-over-year since the early part of the decade and now exceeds $60 billion annually.”
The trend has not been limited to single-family homes—although that activity has been nothing short of remarkable. Canada’s cities have also mounted ambitious renewal of their own, particularly in the heart of most major centres—the urban core. Strategic smart growth plans are altering cityscapes, challenging our concepts and perceptions—including our purchasing patterns—and creating partnerships that are working to escalate our markets to world-class status. Non-residential construction, including infrastructure spending has had a positive secondary impact, in turn boosting spending on the residential side.
“The past decade has also marked the rise of the condominium—moreover, its undeniable acceptance as an attractive option as opposed to a secondary compromise,” says Polzler. “Toronto, for example, has become the largest condominium market in North America. Yet, it isn’t just gaining traction in large centres like Toronto, Ottawa and Vancouver, but also in smaller cities such as Kelowna, London and Halifax—to name a few. Running the gamut from entry-level units to upscale, luxury suites, condominiums have gained widespread appeal with aging boomers, looking for lifestyle and low maintenance; young professionals, attracted to trendy locales; and first-time buyers, looking to get their foot in the door to homeownership.”
Condominiums have changed the urban landscape, driving residential neighbourhoods up, instead of out, and bringing to market a bevy of new options from mixed-use residential, live-work studios, lofts, townhomes, and condo bungalows. Townhomes, in particular, have experienced a serious rise in popularity, bridging the gap for empty-nesters and retirees not yet ready for apartment-style living. With construction of rental product few and far between in many Canadian centres, it’s no surprise that investors have also been particularly active in the condominium market, especially in college/university towns or where vacancy rates remain tight.
Redevelopment holds the greatest potential for cities on the cusp of exciting rejuvenation. While former brownfields can present challenges, many have opened up and revitalized entire areas. The Barrel Yards Development in Kitchener-Waterloo, for example, is expected to change stagnant industrial land into a bustling residential, commercial and retail hub. Past successful transformations include Garrison Woods in Calgary, the Hamilton Beaches in Hamilton and Bishop’s Landing in Halifax, with countless projects planned nationwide in the years to come. Conversions also continue to breathe new life into existing structures with good bones, while supporting the move to higher-density and the introduction of affordable options.
“Greater sustainability overall, keeping the urban lifestyle attainable, livable and attractive at all price points, depends on redevelopment,” explains Polzler.
Lastly, population growth has been a key factor making housing evolution possible. Since 2000, Canada’s population has experienced double-digit growth of 11 per cent. By 2031, over 42 million people are expected to call Canada home.
“There’s no question that population growth will continue to support investment, propping revitalization and new construction in the years ahead, and by extension raising the bar and prices in real estate markets even further,” says Polzler.

Serious inventory shortage characterizes the market

Mississauga, ON (September 13, 2011) - Rising agricultural commodity values and tight inventory levels have seriously contributed to a significant upswing in the price of Ontario farmland in 2011, according to a report released by RE/MAX Ontario-Atlantic Canada.

The The RE/MAX Market Trends Report Farm Edition 2011 found that shortages exist in the vast majority of centres studied, with pent-up demand fuelling unprecedented momentum virtually across the province. Upward pressure on acreage values has been consistent as a result. Of the 12 major agricultural communities examined, 11 (92 per cent) reported tight inventory levels, while nine (75 per cent) noted an increase in price per acre. Despite the current volatility in commodity prices, the long-term prospects for the agricultural industry continue to be bolstered by global realities, including population growth, an international grain shortage and decreased availability of quality farmland from a worldwide perspective.

Mississauga, ON (June 13, 2011) - Canada's recreational property market is gaining serious traction as savvy purchasers take advantage of ideal conditions, setting the stage for what is expected to be the best market in recent years, according to a report released today by RE/MAX.
The 2011 RE/MAX Recreational Property Report , examining sales and trends in 46 markets across the country, found that substantial equity gains and recovering stock portfolios in major centres have contributed to an upswing in demand from coast to coast. Demand rose in 78 per cent of markets, while sales were up or on par in 41 per cent of recreational centres. Inclement weather, including a late thaw and an abundance of precipitation, resulted in a slow start in many areas, but should be offset by stronger peak season activity. While starting prices have remained relatively stable across the board, there are deals to be had in virtually every region - especially at the top end. Luxury sales, as a result, have climbed in at least half the markets examined. Inventory levels are healthy throughout the country, although there has been some tightening reported at entry-level price points in about one-third of markets. Some of the best selection of product in recent years is now available.

Mississauga, ON (May 18, 2011) – Improved financial standing among high net worth individuals is the major factor driving strong sales activity at the top end of Canadian housing markets, according to a report released today by RE/MAX.

RE/MAX Ontario-Atlantic Canada and RE/MAX of Western Canada examined 12 major centres from coast-to-coast and found that luxury sales have surged in close to two-thirds of housing markets between January 1 and April 30 of this year, compared to the same period in 2010. Leading in terms of percentage increases over the four-month period were Greater Vancouver (118 per cent)—where foreign investment has also played a major role—Ottawa (59 per cent), Calgary (51 per cent), Halifax-Dartmouth (27 per cent), Winnipeg (24 per cent), Hamilton-Burlington (13 per cent) and Greater Toronto (nine per cent). Six of the seven major cities—with the exception of Calgary—are poised to set new records in top-end activity by year-end. Several are just short of peak levels reported in 2010, such as Victoria, Regina, and London-St. Thomas.

“Three key factors—serious equity gains, stock market recovery, and improved economic performance—have been behind the push for luxury housing product across the country,” says Michael Polzler, Executive Vice President, RE/MAX Ontario-Atlantic Canada. “The combination also continues to bolster the bottom line of high net worth individuals both nationally and globally. The impact of that wealth is being seen in the demand for all things luxury—from homes to cars, collectibles and fine wines.”

While foreign investment has augmented sales activity in several Canadian markets, its influence was only significant in Greater Vancouver. The vast majority of regions reported that locals were the primary drivers of demand for luxury product. A number of factors position Canada as an attractive option, foremost that its real estate remains a bargain by international standards, given its ranking for quality of life, political and economic stability and the strength of its property laws. To those from abroad, it’s the perfect mix.

“The strength of the upper-end segment continues to defy expectations,” says Elton Ash, Regional Executive Vice President, RE/MAX of Western Canada. “That demand remains largely domestic speaks to the solid underpinnings of the market, while underscoring the appeal of Canadian real estate on an international stage. Western Canada, in particular, will continue to see the upside benefit of investment from abroad.”

The climbing wealth factor has played a role. The financial status and number of millionaires is rising once again—a fact supported by several recent studies released by notable institutions such as CapGemini/Merril Lynch, Citi Private Bank, Deloitte Centre for Financial Services, and Investor Economics—to name a few. While estimates vary, the studies concluded that the high net worth population in Canada and/or abroad—and its corresponding fortunes—is trending upward and will experience considerable expansion moving forward. Despite the impact of the 2008/2009 global financial crisis, most millionaire portfolios/assets have improved or exceed pre-downturn levels. Of particular interest, residential real estate holdings have increased among high net worth individuals, as they express a clear preference for tangible assets. This trend is expected to continue, and serve to boost high-end residential real estate in months ahead, as the move to diversify assets continues in 2011.

As Canada’s millionaire club swells in size, inventory will play an increasing role in future, as the existing upper end housing stock struggles to keep pace with growing demand in central core areas, particularly in Canada’s gateway centres. Infill, renovation and new construction are helping to some extent—while driving up prices in tandem. The building activity is also serving to create new prime areas in areas that were once considered high-end peripherals, as well as in suburban communities.

Limited inventory levels in Canada’s largest markets have hampered sales activity to some extent in 2011, given that demand exceeds available supply. Multiple offers are occurring in both Greater Vancouver and Greater Toronto, as buyers compete for quality product in prime neighbourhoods.

Mississauga, ON (April 5, 2011) - Driven by the threat of higher interest rates down the road, first-time buyers are contributing to strong upward momentum in residential housing markets across the country, according to a report released by RE/MAX.

The RE/MAX First-Time Buyers Report, highlighting trends and developments in nineteen major Canadian centres, found that low interest rates and balanced market conditions have provided significant impetus in 2011, particularly at lower price points. Just over 30 per cent of markets are reporting sales in excess of 2010 levels as a result, while almost 70 per cent have experienced an upswing in average price. Leading the country in terms of percentage increases in the number of homes sold are Western Canadian markets, including Saskatoon (up close to 15 per cent), Greater Vancouver (up close to 12 per cent), and Winnipeg (up just over 11 per cent). With an average price hike of close to 20 per cent year-to-date (February), Greater Vancouver continues to show unprecedented strength, followed by Hamilton-Burlington (eight per cent), Quebec City (seven per cent), Winnipeg (close to seven per cent), Greater Toronto (five per cent), and Greater Montreal (five per cent).

Inventory remains key to stability in 2011

Tighter inventory levels helped to make the last decade one of the healthiest periods on record for Canadian real estate, insulating markets in major centres from the peaks and valleys characteristic of past decades, according to a report released by RE/MAX.

The RE/MAX Housing Barometer Report measured monthly sales-to-new listings ratios in 18 major centres across the country from January 2000 to December 2010. The report found strong seller’s/balanced conditions prevailed for much of the time frame, prompting significant gains in housing values. The lone exception was when the market dipped into buyer’s territory during the latter half of 2008 and early 2009. However, fewer listings served to offset diminished demand and provided greater stability. Average price increases from 2000 to 2010 ranged from an annually compounded rate of return of 4.82 per cent in London-St. Thomas to a high of 9.56 per cent in Regina. The national average was 6.82 per cent. By far the tightest market in the nation was Winnipeg, where seller’s ruled the roost for 85 per cent of the decade, followed by Hamilton-Burlington (67 per cent), Regina (63.6 per cent), Kitchener-Waterloo (59.8 per cent) and Edmonton (57.5 per cent).

Housing markets have been remarkably hearty over the past decade and the stage is set for a better than expected 2011. Inventory has proven to be an effective form of market self-regulation, providing both an ideal climate for price escalation and a shelter in periods of softer home-buying activity. As a number of city centres are already reporting stronger than usual activity out of the gate, it’s clear supply will continue to be the wild card in 2011.

First-time buyers comprise the vast majority of purchasers, with move-up buyers in close pursuit. Demand and supply are on relatively even keel at present in most areas, but the traditionally busy spring season is expected to keep the market at a perfect equilibrium in the days and months ahead. However, there may be some exceptions to the rule. The country’s largest markets—Greater Toronto, Greater Montreal, and Greater Vancouver—are expected to head into the second quarter with fewer listings overall. Two centres—Newfoundland & Labrador and Kelowna—are still firmly entrenched in buyer’s markets.

An improved global economic picture, lower unemployment rates and rising consumer confidence levels have buoyed home buying activity since November. While sales figures are expected to be slightly off 2010’s heated pace, housing values are forecast to continue to climb in Canadian real estate markets in 2011—with most a direct result of lower listing levels.

Western Canada experienced some of the highest rates of return for real estate over the 11-year period. While values in Regina posted the greatest percentage increase (9.56 per cent), Edmonton, (9.25 per cent), Saskatoon (9.2 per cent), Winnipeg (9.01 per cent), Kelowna (8.42 per cent), Greater Vancouver (7.8 per cent), Calgary (7.7 per cent) and Victoria (7.59 per cent) all outperformed the national average.

Equally strong gains were posted in Quebec. While solid balanced market conditions prevailed for much of the decade, housing values in Quebec City and Montreal rose 9.2 and 8.48 per cent respectively on an annually compounded basis.

Increases were more moderate in Ontario and Atlantic Canada—with the exception of Newfoundland & Labrador, where values escalated 8.14 per cent on average. Ottawa led in terms of price appreciation in Ontario at 6.78 per cent, followed by Hamilton-Burlington at six per cent, Kitchener-Waterloo at 5.69 per cent, the Greater Toronto Area at 5.35 per cent, and London-St. Thomas at 4.82 per cent.

There’s no question that price growth has been solid over the past decade, but history tells us that exceptional growth supported by sound fundamentals is healthy. Concern is only raised when the underpinnings are insufficient to justify the trajectory. By all accounts, Canada’s real estate market measures up to conventional wisdom and the faith in homeownership has not been misplaced.

While the statistics are impressive, they alone cannot tell the tale. The gains realized over the past decade speak to the tremendous resiliency of the Canadian residential housing market. Residential values expected to climb further in 2011 as housing sales stabilize in most major centres, says RE/MAX

Mississauga, ON (December 7, 2010) -- Although improved economic fundamentals will have a positive impact on Canadian housing markets moving forward, the forecast for residential real estate salesremains static in most major centres in 2011, according to a report released today by RE/MAX.

The RE/MAX Housing Market Outlook 2011, examining trends and developments in 26 major centres across the country, found that home-buying activity in 2010 fell short of 2009 levels. Housing values,however, continued to climb, with virtually all areas reporting an upswing in average price, ranging from just under one per cent to 15 per cent this year. Lower inventory levels in many markets offset the effects of diminished demand, propping-up price in almost every instance. Kitchener-Waterloo, Quebec City, and St. John’s saw the greatest increases in average price this year, while Eastern Canadian markets including Hamilton-Burlington, Sudbury, Windsor, Moncton and Prince Edward Island were the only markets that bucked the downward trending in home sales in 2010.

By year-end, approximately 441,000 homes are expected to change hands nationally, a five per cent decline from the 465,251 sales reported in 2009. Housing values are forecast to continue to climb, up an estimated seven per cent to $340,000, compared with $320,333 one year earlier.

“In terms of resale housing activity, what many are talking about as the new normal is actually a return to the traditional real estate cycle,” says Michael Polzler, Executive Vice President, Regional Director, RE/MAX Ontario-Atlantic Canada. “The past decade was truly unprecedented—never before have we experienced a run up that was as strong or lasted as long. As we have digressed from the typical pattern, people have forgotten what the usual healthy cycle looks like, but all the hallmarks are there. Ample inventory levels, steady demand, and moderate growth, both in terms of sales and prices, will characterize the market in 2011. While the pace may appear lackluster in comparison to what we’ve grown accustomed to, it underscores the principles of real estate 101: The market is cyclical. All boats rise and fall with the tide.”

Greater stability is expected to characterize the markets in 2011, with Canadian housing sales predicted to mirror 2010 levels at 441,000 next year, while average price is forecast to escalate three per cent to $350,000 by year-end 2011.

“Looking forward, we see steady improvement in provincial and local economies—which will bode well for housing markets across the board,” says Elton Ash, Regional Executive Vice President, RE/MAX of Western Canada. “The relentless drive in the market reminiscent of years past will be gone and instead, we can expect to see more normal, balanced market conditions, with buyers maintaining a slight edge.”

Markets in British Columbia are forecast to lead the country in terms of percentage increases in sales activity next year, with Greater Vancouver expected to climb 10 per cent, followed by Victoria at eight per cent and Kelowna at six per cent. After a prolonged period of economic hardship, Windsor is once again on track for growth, with residential home sales predicted to climb five per cent.

Almost all markets are reporting an anticipated increase in housing values next year, with St. John’s in Newfoundland-Labrador in front with an estimated eight per cent hike in average price in 2011. The value of homes in Greater Vancouver, Kelowna, Regina, Saskatoon, London-St. Thomas, Ottawa, Sudbury and Greater Montreal is also predicted to climb five per cent.

“Low interest rates and improving consumer confidence levels should stimulate home-buying activity at all price points next year,” says Sylvain Dansereau, Executive Vice President, RE/MAX Quebec. “Overall gains will be more muted—a welcome reprieve for purchasers. 2011 will be a year that will see more

widespread recovery across a broader array of economic sectors, setting the stage for a better 2012.”

In the meantime, a number of factors will continue to support sustained sales and price growth in the months and years ahead:

Land scarcity, intensification, urban renewal, infill and renovation will continue to drive up values— regardless of supply and demand—in major metropolitan areas. The Canadian housing stock is everevolving, particularly in the central core of each city. With average price pushing closer to or well past the $300,000 mark in the vast majority of major centres, and affordability of single-family homes diminishing, the demand for attainable product will rise in tandem, bolstering the growing condominium segment in the years ahead.
The upper-end of the market continues to be a strong indication of the overall health of Canada’s housing sector. Typically the first segment to soften in a downturn, luxury homes posted record sales activity in 2010, and demand is expected to remain solid in 2011. Strong sales in the high-end will continue to prop up average prices.
Immigration will remain a serious force stimulating demand, particularly given the penchant for home ownership among today’s new Canadians. While the formation of new households used to take an average of five years, a growing number of newcomers arrive skilled, financially secure, and ready to make their home-buying moves. It is estimated that Canada will average 250,000 new immigrants annually.
In the year ahead, federal, provincial and local stimulus in the form of continued infrastructure spending and capital projects will be a considerable boon to economic stability and employment, providing consumers the confidence to move forward with real estate purchases.
Volatility in the money markets will continue to drive buyers to the tangibility of home ownership,both as a reliable long-term investment and a form of shelter, particularly given low vacancy rates and a lack of new rental construction in a number of major centres.

TORONTO, May 19 (Reuters) - Pent-up demand and stronger economic conditions are expected to support housing starts over the next two years, Canada Mortgage and Housing Corp said on Wednesday in a forecast for new home construction and residential resales.

Saying Canadian housing markets have recovered since low points hit last year, the national housing agency said it expects housing starts of 182,000 units, up from 171,250 units in a previous view. Housing starts are expected to range between 166,900 to 199,600 units in 2010.

CMHC said it sees housing starts next year at 179,600 units, ranging between 148,600 to 208,800 units, compared with a 2011 forecast of 175,150 units last quarter.

There were 149,081 starts in 2009.

CMHC's chief economist Bob Dugan also cited new government measures for the mortgage market, which took effect in April, that will help the long-term stability of Canada's housing market.

The rule changes now require borrowers to have the resources to qualify for a five-year fixed-rate mortgage even if they decide on a lower-cost variable rate mortgage.

The government also lowered maximum amounts that can be withdrawn when borrowers refinance mortgages. A minimum down payment of 20 percent for insured mortgages tied to properties purchased as speculative housing investments not occupied by the owner is also now required.

Canada's housing sector has been surprisingly resilient in the face of a global economic slowdown, partly encouraged by record low interest rates.

Recent housing starts data for April offered further evidence that the housing sector has been a leader in Canada's economic recovery.

But an expected rise in interest rates soon and a healthier supply of homes for sale will eventually dampen activity.

"In late 2009 and early 2010, sales activity included some pent-up demand from early 2009. Once this demand is exhausted, and as mortgage rates gradually rise, the pace of activity in the resale market will ease," the report said.

Dugan said the existing home market is likely to shift to more balanced conditions over the next two years, with sales in the range of 484,000 to 513,300 units in 2010.

It is then expected to ease the following year to be in the range of 443,500 to 504,900 units.

Earlier this week, home resales data showed a slower pace of sales in April while new listings climbed, suggesting Canada's real estate market could soon start to cool after a year of surging activity. (Reporting by Ka Yan Ng; Editing by Theodore d'Afflisio)

Dramatic rebound characterizes Canada's luxury home segment in 2010

Mississauga, ON (April 26, 2010) - Luxury home sales soared in the first quarter of 2010 as affluent purchasers moved to take advantage of favourable market conditions across the country, according to a report released today by RE/MAX.

The RE/MAX Upper End 2010 Report, highlighting sales and trends in 13 major Canadian centres and five sub-markets, found that improved economic performance, increased personal wealth, immigration and foreign investment all contributed to a serious upswing in sales. Virtually all areas experienced double and triple-digit increases between January and March of this year over 2009 figures for the same period. Nine out of the 13 markets examined (69 per cent) shattered existing records - setting new all-time highs for first quarter activity in the upper end.

"Real estate continues to resonate with purchasers at every price point," says Michael Polzler, Executive Vice President, RE/MAX Ontario-Atlantic Canada. "With the top end of the market shifting into high gear, every segment of the residential real estate sector is now operating in tandem. Despite the upward momentum, there are still deals to be had - especially at the higher price points-a fact that is motivating buyers to act."

Active listings down in 81 per cent of markets in January

Mississauga, ON (February 24, 2010) - Lack of inventory will be the greatest challenge facing housing markets across the country this Spring, according to a report released today by RE/MAX.

The RE/MAX Market Trends Report 2010, which examined real estate trends and developments in 16 markets across the country, found that unusually strong activity during one of the traditionally quietest months of the year has led to a sharp decline in active listings in 81 per cent of markets surveyed. The threat of higher interest rates, tighter lending criteria, and in British Columbia and Ontario, the introduction of the new Harmonized Sales Tax (HST) have clearly served to kick-start real estate activity from coast-to-coast, prompting an unprecedented influx of purchasers. As a result, 87.5 per cent of markets posted an increase in sales in January. Average price appreciated in 81 per cent of markets surveyed.

"There have never been so many motivating factors in play at once," says Michael Polzler, Executive Vice President, RE/MAX Ontario-Atlantic Canada. "We're in for a heated Spring market that will, in all probability, spill over into the summer months, as the window of opportunity draws to a close. The supply of homes listed for sale has been drastically reduced, housing values are once again on the upswing, and banks and governments are moving in unison toward stricter lending policies."

Discussion of federal government change to lending policies by Broker, John Wolfe

Recent changes to the lending policies of the Bank of Canada have created some concerns. Although they seem to have tightened up the rules, the Federal Government has really just gone back to lending policies of a few years ago. The biggest change seems to be in regards to the qualifying of buyers by using the 5 year lending rate instead of the 3 year rate which was the standard for the past several years. Although this is the “new” standard for qualifying a buyer, this has been policy of many lenders for the past several months.

To quote Mr. Flaherty: "The only restriction would be qualifying at a five-year, fixed-term basis, which is a credit qualification that a number of our chartered banks have already gone to…"

To clarify what this change means to a buyer who earns $65,000 a year with no debt and $10,000 down. Previously they would qualify for a $203,000 but under the new rules they now qualify for $185,000 purchase - a relatively small change.

The other two changes:

1. Existing home owners can refinance their home up to 90 per cent, instead of 95 per cent of the value of their homes

2. Investors have to put a 20 per cent down payment on properties they will not be living in. This is increased from 10%

Otherwise, the current first time buyer program of 5% down payment remains in effect and as does all other lending criteria. The good news from all of this is that it’s really business as usual for Canadian Banks and buyers of Canadian Real Estate.

On February 16, Minister of Finance Jim Flaherty, announced some changes to mortgage rules for Canada. Overall they are not bad news for the industry and may help to safeguard Canadians.

The government has implemented three major changes. The first is people seeking mortgages will have to qualify at the prevailing 5 year rate. Currently, you only need to qualify at the 3 year rate. This change will give a bit of a cushion to consumers when rates go up. This change applies to all borrowers and not just first timer buyers as some media has incorrectly reported.

The second change comes into play when an existing home-owner wants to refinance their home. Under the old system you could re-finance up to 95% using CHMC, now the new limit is 90%. It's never a bad idea to maintain some equity in your home.

The final major change applies to investors purchasing non-owner-occupied rental properties. They will now need a 20% down payment. The previous limit was 95%. Now this does represent quite a change and may have an impact on the invest market, short-term, until investor works out how it applies to their own situation.

All changes were designed to protect consumers from getting themselves into financial trouble. While I'm never a big fan of government interfering in the market place these changes are reasonable.

This approach has helped Jennifer build a successful real estate business over the last six years.

Born and raised in Embro, Jennifer later moved to Woodstock and attended College Avenue Secondary School. Jennifer and her husband, Walter returned to Embro to raise their family in that beautiful country setting. She began her career working with youth in custody, treatment facilities and in schools. Her education and experience in social work is an asset to her career in real estate.

Jennifer volunteers in a number of different capacities- in school with her children and at their church, Embro Knox United Church. Rosemary has been married to Norm since 1969. She is the mother of four adult children, Kevin, Danielle, Chris and Cyndi & Grandmother of Kayla, Shaun , David and Kennedy. Early in her career she obtained a degree in “Child and Youth Work” from the Province of Ontario.

In real estate January is always a good time to look back at the year that was and than look forward to the year that will be. Today we are going to look back at 2009.

Last year was called “the worst economic climate since the depression.” It was repeated on the news and papers across Canada. In actual fact it was not true. We certainly had a tough year but it was no worst than the downturn we experienced in the early 80’s. The media also talked about the plummeting real estate values across the nation. This was only partial true.

Many market places did suffer declines, but many did not. Locally Stratford weathered the storm very well. How much did prices decline here in Stratford? They didn’t. That right, we went up last year compared to 2008. House prices rose 1.52% - 2009 over 2008. The average house price in 2008 was $214,725 but 2009 was $218, 030.

Going forward into 2010 the biggest challenge we currently face is the lack of inventory. There are just not enough houses for sale in Stratford. Currently there are only 36 houses under the average house price of $218,030. If fact there are only 120 homes on the market in Stratford. Not nearly enough to have a good balanced market. What it means is the seller’s have the upper hand and buyers will have to move quickly if they find the home they are looking.

If you are thinking that this may be the year to move up or to enter the market, now is the time. You want to be fully prepared to take advantage in the spring market. With the lack of snow this year the spring market is here, so that means getting ready right now.

Preventing Contractor Fraud.

The federal government’s Home Renovation Tax Credit has been a great success. Many homeowners are now taking advantage by remodeling their homes. Windows, doors, heating systems and insulation are the most popular reno’s being carried out. It is a good time to cover an important issue like hiring the right contractor to do your work. Most contractors are honest, hardworking people, but unfortunately not all keep business above board. If you are considering hiring a contractor there are some things to watch out for to help prevent contractor fraud.

1. The contractor wants all of the money up front. Never pay before the job is finished. You want to be able to get them to come back to correct any mistakes and complete the job to your satisfaction. There is no incentive for them to do the work if they have already received payment.

2. Insist on a written estimate and receipts.

3. They will only accept cash. If they will not take a cheque or credit cards, they likely do not want the money to be traced. A variety of payment options should be available. A legitimate company will be claiming their income with the government.

4. Ask to see proof of Worker Compensation coverage. You can be held liable if someone gets hurt without this coverage.

5. If they are soliciting door to door, this should cause you to ask questions. A business that is reliable and does good work is usually kept busy just by word of mouth.

6. They offer especially low rates because your house has been chosen as a "demonstration" project.

7. The contractor will not provide an address.

8. You only get a special low price if you sign the contract today.

9. They will not provide references. Always ask for references and contact a couple of them and always get a couple of quotes for any work or repair work. Don't pay for repairs that are not needed.

"Canadian housing markets buck recession and trend upwards" says RE/MAX

Mississauga, Ontario (September 24, 2009) - With the worst of the recession over, residential real estate markets in major Canadian centres are poised for growth in the final quarter of 2009, according to a report released today by RE/MAX.

The RE/MAX Bricks and Mortar Report found the bounce back that began in early Spring has made this recession one of the shortest on record for real estate. Low interest rates, pent-up demand, and improved affordability levels have all played a role in the recovery now well-underway. Percentage increases in sales from January to August 2009 were led by Vancouver, (up a substantial 14 per cent to 23,158), Victoria (up 7.4 per cent to 5,266), Edmonton (up 6.2 per cent to 13,691), Regina (up five per cent to 2,597), Ottawa (up 2.4 per cent to 10,830) and Toronto (up 1.8 per cent to 58,421). Housing values are already ahead of record-breaking 2008 levels in seven of the 11 markets surveyed, including Newfoundland-Labrador (18.1 per cent year to $203,584), Regina (6.4 per cent to $244,088), Halifax-Dartmouth (3.5 per cent to $239,633), Winnipeg (3.5 per cent to $207,006), Ottawa (3.3 per cent to $301,684), and Toronto (up 0.3 per cent to $385,978). Nationally, average price hovers at $312,585, up 0.5 per cent over one year ago.

"Markets are heating up across the country," says Michael Polzler, Executive Vice President, RE/MAX Ontario-Atlantic Canada. "Purchasers are clearly taking advantage of affordable prices and rock bottom interest rates. Those who missed the boat in years past have found that sitting on the sidelines can be a costly move. Prices are on the upswing and inventory levels are tightening, so the push toward homeownership is expected to continue throughout the Fall and possibly into early 2010."

Nanos Economic Monitor Tracking - Confidence in economy hits highest level since November 2007

The latest Nanos Economic Monitor tracking indicates that an increasing number of Canadians think the economy will strengthen in the next six months.

With perceptions on the future direction of the economy being a leading indicator, the current mood is a clear signal that for the first time in almost two years, Canadians are bullish on the future.

The Nanos tracking of the economic mood shows that Canadians are two and one half more times to think that the economy will strengthen as opposed to weaken in the next six months. The current level of forward optimism is the highest since the fall of 2007, prior to the economic downturn. Of note every region of the country is more optimistic on the economic front compared to the last quarter.

A key driver for the optimistic mood relates to perceptions of real estate. Canadians are three times more likely to say the value of real estate in their neighbourhoods will increase in the next six months compared to those who say it will decrease.

Even with the positive forward-looking attitude toward the next six months, Canadians are still more likely to say they are worse off currently then they were a year ago. This likely reflects a situation where many Canadians are still recovering from the downturn but are bullish, at this time, on the potential for the future.

Here are the highlights from our economic tracking report:

45% of Canadians thought the economy would strengthen in the next six months (up 15 points from May 2009). This is the highest level of optimism since November 2007 where the strength rating registered at 49%.

50% of Canadians thought the value of real estate in their neighbourhood will stay the same in the next six months (down 3 points from May 2009) and 35% thought the value would increase (up 9 points from May 2009).

34% of Canadians said their personal finances were worse off than a year ago (NC) whereas only 15% said they were better off (NC).

66% of Canadians described their job as secure or somewhat secure (NC), while 16% described their jobs as somewhat not secure or not at all secure (down 3 points from May 2009).

49% of Canadians thought their level of personal debt would stay the same (down 1 point from May 2009) and 29% thought it would decrease (up 3 points from May 2009).

OTTAWA, Sept 10 (Reuters) - The Bank of Canada issued the following statement on Thursday to accompany its interest rate decision:

The Bank of Canada today announced that it is maintaining its target for the overnight rate at 1/4 per cent. The Bank Rate is unchanged at 1/2 per cent and the deposit rate is 1/4 per cent.

Global economic and financial developments have been broadly in line with the Bank's expectations. Following a deep, synchronous recession, recent indicators point to the start of recovery in major economies, supported by aggressive policy stimulus and the stabilization of global financial markets. In Canada, economic growth, the output gap, and inflation in the first half of 2009 have evolved largely as expected in the Bank's July Monetary Policy Report (MPR).

Stimulative monetary and fiscal policies, improved financial conditions, firmer commodity prices, and a rebound in business and consumer confidence are supporting domestic demand growth in Canada. Combined with recent information on inventory adjustments and automotive production, this suggests that GDP growth in the second half of 2009 could be stronger than the Bank projected in July. Total CPI inflation is still expected to trough in the current quarter before returning to the 2 per cent target in the second quarter of 2011 as aggregate supply and demand return to balance.

Conditional on the outlook for inflation, the target overnight rate can be expected to remain at its current level until the end of the second quarter of 2010 in order to achieve the inflation target.

While the underlying macroeconomic risks to the projection are roughly balanced, the Bank judges that, as a consequence of operating at the effective lower bound, the overall risks to its inflation projection are tilted slightly to the downside.

Persistent strength in the Canadian dollar remains a risk to growth and to the return of inflation to target. In its conduct of monetary policy at low interest rates, the Bank retains considerable flexibility, consistent with the framework outlined in the April MPR.

Information note:

The next scheduled date for announcing the overnight rate target is 20 October 2009. A full update of the Bank's outlook for the economy and inflation, including risks to the projection, will be published in the MPR on 22 October 2009.

Your Other Number #1 Client

There are thousands of courses and coaching material available on how to put a deal together and or how to deal with clients. However, there seems to be a real need for training material on how to, as I term it, deal with “your other #1 client” the agent.

I’m writing this because I just recently received a call from one of our agents that explained how difficult another agent was to work with. The agent was rude, abrasive and insulting. Definitely an experience not easily forgotten. It’s simply amazing how a busy market can inflate ones ego. It’s so disappointing that people skills seem to disappear when the misconception of success sets in. The truth is that most times this is the type of behavior that causes a client to lose out on their dream home. The same ones that you’re hired to protect and defend. Sellers and buyers don’t realize just how important it is to deal with an agent that has a great reputation in the industry, that is hard working, has integrity and easy to work with. By being co-operative and checking your ego at the door, its amazing just how much smoother negotiations go and how many things can be accomplished in your favour.

In my 20 plus years in real estate, I spent it building relationships not just with clients. I continuously put a great deal of emphasis on relationships with my fellow agents as well. These are the relationships that assist your client to sometimes get the deal over another in multiple offer scenarios. It’s when the tables are turned that these relationships come into play and your reputation gives you the edge. When someone is rude, simply smile and explain that you’re only doing what you can to get the deal done. If the market ever slows (remember the fall of 2008), you can call on your fellow Realtors to show your home listings. They will continue to co-operate with you and look forward to deal with you again and again. Its a win, win win. Your clients win, in the eyes of the other agent, they win and you win.
